I think it's important to remember many pwd are on a budget, so cheap things are better.

I can't help b/c I just signed up to volunteer for another thing and training for that's going to take all my spoons for a while, but I would like to contribute content later.
In the US, some kind of 501-3 non-profit? Different states have slightly different rules for that, so check state by state.
The biggest hurdle, beleive it or not, is accounts. Get a professional in and budget for paying someone to do accounts, payroll and taxes, and someone else to periodically do audit on the accounts person/the org.
It's a legal requirement to have a public statement of accounts, which don't have to be detailed, but you have to have something. And your accounts needs to be done right, because the IRS are vicious.
It is really really hard to get volunteers with the time, the spoons, and the right bookkeeping/accounts skills and local licences; getting a professional is just easier! (See: OTW wank for details)
